Congress has two parts: the Senate and the House.

The leader of the House of Representatives is called the Speaker of the House.

The highest court in the United States is the Supreme Court.

The leader of the federal government is the president.

The leader of a state is called the governor. In most states, we elect a governor for 4 years.

Extra information: In Vermont and New Hampshire, they elect a governor for only 2 years.

You need to know the governor of your state. Right now, the governor of Oregon is Kate Brown. In Washington state, the governor is Jay Inslee.

Every state has two senators who go to Washington D.C. They work in the Senate.

Senators work for all of the people in the state. You need to know at least one of the names of your state’s senators.

Oregon’s senators are Ron Wyden and Jeff Merkley.

Washington’s senators are Patty Murray and Maria Cantwell.

Each state also has representatives in the House of Representatives.

Some states have more representatives because they have more people. For example, Oregon has 5 representatives. But, Washington state has 10 representatives.

If you don’t know who your representative is, you can check using your zip code or address on the US House website.

The representative for Portland, Gresham, and some other places is Earl Blumenauer.

The representative for Beaverton and Washington County in Oregon is Suzanne Bonamici.

If you live in Southwest Washington state, your representative is probably Jaime Herrera Beutler. She works for people in Vancouver, Longview, and other parts of Southwest Washington.

The United States is a democracy. This means every person has a voice, and every citizen has a vote.

American citizens can do many things to be part of our democracy. They can participate in many ways.

For example, citizens can vote for leaders they like. In Oregon and Washington, citizens can also vote on new laws for the state.

Another way Americans can participate is calling or emailing your representative.

When you call your representative, you can tell them your opinion about important things. A good representative will listen to the people.

A bad representative will not get your votes in the next election. 🙂

The N400 Application

The application for citizenship is also called Form N-400. You can find the N400 application online, here.

The application has 20 pages of questions. It is very important to understand the questions and your answers.

If there are mistakes or incorrect information, the application can be denied (stopped, cancelled).

One important question is about eligibility. This means: can you become a citizen?

If you want to apply to become a citizen, you must:

  • Be a lawful permanent resident for 4 years and 9 months or more
    • Or: Be a lawful permanent resident married to a US Citizen for 3 years or more
  • Lived in the United States for 30 months or more in the last 5 years
  • Never have taken a trip outside of the US that was more than 1 year
  • Lived in your state for 3 months or more
  • Be a good person 😊

SOAR Immigration Legal Services can help people prepare the application. Usually, you can consult with a lawyer or immigration representative for $50. Four times every year, you can meet with them on “Citizenship Day” for free. You can find their information here.

If you apply by yourself, please check all the information online about what documents you should send with the N400.

With the application and documents, most people must send a check or money order for $725 to the Department of Homeland Security. This is the application fee.

There is still a fee waiver that makes the application fee less, or free. SOAR can help answer questions about this, or you can read more online.

It is the capital of the United States. The president lives here. The supreme court is here, too.

But, it does not have a state. So, it does not have any senators or representatives.

Americans have many special days. Some days are for religion, like Christmas. Some days are to celebrate, like New Years Day.

The Unites States Government has 8 national holidays. On those days, government offices and schools are closed.

We also have special days for responsibilities. One important responsibility is to pay taxes.

People in the US usually have to send in federal income tax forms on April 15.

The economic system of the United States is a market economy. This is another name for a capitalist economy.

This means that people and businesses are free to buy and sell things.

When there is a war or emergency, the government can ask young men to join the military. This is called the draft or Selective Service.

All men must register for the Selective Service from age 18 to 26. Even immigrants and refugees need to register.

Registration is free and quick. And, from age 18 to 26 is only 8 years. After that, most people don’t worry about this registration.

In many schools, every class begins with the Pledge of Allegiance. This is a promise of loyalty to the United States. Loyalty means love, and never leaving someone.

Here’s an example of the Pledge of Allegiance. Don’t worry! You don’t need to memorize the words.

When we say the Pledge of Allegiance, we show loyalty to the flag. This means we also show loyalty to the United States.

What do we show loyalty to when we say the Pledge of Allegiance?

These people are taking the Oath of Allegiance. This is the promise to become a citizen.

One thing you promise is to follow the laws of the United States. The oath is long and difficult, but you don’t have to remember it 100%.

Oath of Citizenship

When a legal permanent resident becomes a citizen, they usually take an oath of citizenship. They come to USCIS or the court. They usually wear formal clothes.

Some questions on the N-400 ask about the oath of citizenship. The oath has many parts. In this class, we will practice the easy version of the oath.

I swear that I will be loyal to the United States before any other country.

This means that your number one loyalty is for the United States. If you love your home country, you can continue to love it.

If you have to choose between the United States and your home country, this means the United States comes first.

I will support and defend the Constitution and laws of the U.S.

The Constitution is the form of government of the United States. This means you agree with the supreme law of the land. You agree to follow the laws.

I will defend the U.S. from enemies outside and inside the U.S.

In a time of war, the United States has enemies from other countries. Sometimes there are terrorists or other enemies inside the United States.

I will bear arms, carry a gun or fight, for the United States if asked.

Men age 18 to 26 must register for selective service. If there is a war, the United States may choose some young men to join the military.

If you are not a man age 18 to 26, this part is only an “if.” You can agree with this part, and it does not affect you.

I will do non-combative work for the military if asked.

This is also about the selective service for men 18-26. Some men do not want to fight because of their religion. The government asks those men to help with jobs that do not require fighting.

I will do important work for the country if asked.

This is also about the selective service for men 18-26. Some men cannot help the military because of their religion.

In World War 1 and 2, some men helped do other important work for the country. They helped fight fires. They helped feed hungry people.

I take this oath freely and without any doubts.

The last part of the oath means that you, and only you, really want to become a citizen. Freely means that this is your free choice.

Without any doubts means that you are 100% sure about your decision. It is very difficult to change your mind after you become a citizen.

Civics and Reading

The United States is a democracy. Citizens choose leaders by voting in elections.

Voting is a special right that is only for United States citizens. When you become a citizen, you should register to vote!

Name one right only for United States citizens. –> Vote in a federal election

Voting is also a responsibility. Only you can make a decision about your vote. No one can do it for you. And if you don’t send your vote, it will not get done.

Another responsibility is to serve on a jury. In the US, a jury is a group of citizens who make a decision in court. A jury may make a decision about a crime and if someone is guilty or not.

A jury may also work with a judge in a case about other kinds of law, too. If you are a citizen, it is your responsibility to serve on a jury.

Citizens have to be 18 to vote for president. In Oregon, citizens can register to vote when they are 16, and they automatically register when they get a drivers license. But, they have to wait to be 18 to really vote.

An amendment is a change to the Constitution. When the Constitution was written in 1787, only men with property could vote. Since then, Americans changed the Constitution 4 times:

  • Men of all races can vote
  • Voting must be free (no voting taxes)
  • Women can vote (any citizen can vote)
  • Citizens 18 and older can vote

There are four amendments to the Constitution about who can vote. Describe one of them. –> Citizens 18 and older can vote / Any citizen can vote

When you register to vote, you can choose a political party. It is free to join a political party. It is your right to join any political party, or none.

But, you should join a political party so you can vote in a primary election.

The job of president is really difficult. However, the president has a lot of help and support. One person who works with the president is the Vice President.

The Vice President is also from the same political party as the President. Sometimes the President can no longer serve. That means the president may retire, get sick, or even die.

The constitution has a plan for a lot of different situations. It is really important to have a president, because they are the commander in chief.

So, if the both the President and the Vice President can no longer serve, the Speaker of the House will become the new president.

The President is in charge of the Executive branch, so they have many people who work with them. The most important helpers are the Cabinet.

The Cabinet is a group of 16 people who help the President. The President chooses the Cabinet members. The Senate can say “yes” or “no” to the President’s choices.

Each person in the Cabinet is in charge of one department or part of the executive branch. The Vice President is also a member of the Cabinet.

The constitution defines the United States government. It sets up the legislative branch and the judicial branch.

We have read and learned about Congress and the Courts. There is one more major part of the American government. Do you know what it is?

The executive branch is the final part of the US government. The President is the leader of this part. The President is in charge of the executive branch.

Who is in charge of the executive branch? –> The President

The executive branch has many important departments and offices. The President has a lot of power in this part of the government.

The President is responsible for these departments, including:

  • The State Department
  • Homeland Security
  • The Department of Justice
  • The Department of Education
  • The Department of Defense

The Department of Defense includes the military. The President is the Commander in Chief of the military. This means they are the #1 boss of the military.

Who is the Commander in Chief of the military? –> The President

The President cannot make new federal laws. Congress makes federal laws. But, Congress must work with the President.

A new law is called a bill. If the Senate and the House agree on a bill, they send it to the President. If the President signs the bill with their name, it becomes a law.

Who signs bills to become laws? –> The President

But, sometimes the President does not agree with Congress. If the President does not sign the bill, it will not become a law.

When the Presidents says “no!” to a bill, it is called a veto. Only the President can veto a bill.

Who vetoes bills? –> The President

The writers of the Constitution did not want the United States to have a king. They did not want to have presidents serve for life.

So, we have a democratic election for President. We elect a President for 4 years.

We vote for President almost at the end of the year. We vote for President in November. Election day is usually on the first Tuesday in November.
